School districts are not required by law to provide transportation for students in regular education programs. Michigan law allows a school district to offer transportation if the Board of Education chooses to do so. These guidelines are outlined in Michigan Compiled Law (MCL) 380.1321.

Transportation is required for students receiving special education services when the Individualized Educational Planning Committee (IEPC) determines that transportation is a necessary related service and includes it in the student’s Individualized Education Program (IEP), as required under Article 3 of the Revised School Code.

There are no special state laws or regulations that require door-to-door transportation for students enrolled in kindergarten who are in regular education programs.

If the district provides transportation, it is offered in accordance with Michigan Compiled Law (MCL) 380.1321, Section 55 of the Pupil Transportation Act, and local district policy regarding bus stop placement.

Bus stops are established to balance student safety, efficiency, and overall route planning and may be located at a designated neighborhood location rather than directly in front of each home.

No. There is no Michigan state law that specifies a maximum distance a student must walk to reach a bus stop. Districts are allowed to determine stop locations within the parameters of state pupil transportation law and local district policy, but the law itself does not set a specific maximum walking distance.

Different districts may use internal guidelines (e.g., miles to a stop) for planning purposes, but these are district policies, not state requirements. 

Bus stop locations are determined using a combination of safety, efficiency, and operational considerations, including:
Student safety and visibility at the stop

• Traffic speed, volume, and road conditions
• Available sight distance for motorists
• The age and needs of students assigned to the stop
• Route efficiency and overall ride time for students
• Compliance with state pupil transportation safety requirements
• Local district transportation policies

Bus stops are not typically door-to-door and may be located at a centralized neighborhood location that safely serves multiple students.

There are many factors which should be taken into consideration when school administrators establish the placement of school bus stops. The basic legal factors are spelled out in MCL 257.1855, but the primary concern is visibility of the bus to other traffic and the consideration of stopping distances necessary for other motor vehicles in order to accomplish safe loading and unloading of the children. In general, state law requires 400 feet of clear and continuous visibility on a highway or roadway where the speed limit is more than 35 miles per hour, and 200 feet where the speed limit is less than 35 miles per hour. There is no state law which specifies a maximum distance between stops.

The safety of students is very important to both families and Chelsea School District. However, it is the responsibility of the parent or legal guardian to ensure that a child gets safely to and from the bus stop.

School transportation is provided as a non-mandated service for regular education students. When transportation is offered, bus stop locations are established in accordance with Michigan law and local district transportation policy, with careful consideration given to traffic conditions, visibility, and overall student safety.

Families are encouraged to review safe walking routes with their children and provide supervision as needed. If you have specific concerns about a bus stop location, the Transportation Department is available to review those concerns and discuss them with you.

There is no maximum riding time set in state law for students in kindergarten through grade twelve who are transported to and from school.

Michigan child care licensing regulations do establish a limit of 60 continuous minutes for the transportation of preschool children, but this requirement does not apply to K–12 school transportation.

While there is no legal maximum riding time for school-age students, the district makes every effort to design routes that are safe, efficient, and reasonable, while balancing factors such as distance, staffing, traffic conditions, and overall ride time for students.

Families with concerns about extended ride times are encouraged to contact the Transportation Department to discuss their situation.

Students should arrive at the bus stop at least 10 minutes before the scheduled pickup time. Bus schedules may vary due to traffic, weather, road conditions, or other route-related factors, especially in rural areas.

For safety reasons, students should not arrive too early and should wait under appropriate supervision when needed. Buses cannot wait for students who arrive late.

When delays or route changes occur, the district makes every effort to notify families as soon as accurate information is available. Communication methods may include automated calls, emails, text messages, or district messaging systems.

Please note that during weather events or unforeseen circumstances, staff may be actively managing routes, which can affect how quickly updates are shared.

If your child has lost or forgotten an item on the bus, please contact the Chelsea School District Transportation Department as soon as possible with a description of the item and your child’s name, school, and bus route (if known).

Items found on buses are generally kept on the bus for up to two weeks to allow time for the student to locate and retrieve the item. After that time, items may be turned in to the Transportation Department when possible.

Please note that the district is not responsible for lost or damaged personal items, but staff will make reasonable efforts to help locate them.
